NORTH POLK COMMUNITY SCHOOL DISTRICT ALLEMAN, IOWA 50007 Job Title: Business Manager Reports To: Board of Education and Superintendent of Schools Supervises: Administrative Assistant Accounting Specialist for Payroll Evaluation: Performance to be evaluated annually by the Superintendent of Schools and Board of Education. FLSA Status: X Exempt Non Exempt Status: X Full Time Part Time Hourly X Salary Primary Functions: • Assists the Board and the Superintendent in the implementation of mandates as required by the Code of Iowa and Department of Education rules and regulations as they pertain to the North Polk Community School District. • Establishes a sound fiscal policy and budgetary process that will provide for an accurate accounting system and provides the best possible educational service for the students of the district within the available resources. The following performance responsibilities are in addition to or comply with Board Policy 303.5. Performance Responsibilities: • Responsible for an efficient system of recording all past and current operating expenses in accordance with the Uniform Financial Accounting System for Iowa School Districts. • Prepares the Annual Budget and its components. • Administers all budget expenditures approved by the Superintendent and Board. • Assists the Superintendent in the preparation of a detailed annual budget. • Prepares specifications and issues bid calls when required or authorized. • Maintains responsibility for the establishment and operation of an efficient system of ordering and disbursing all school district supplies and equipment. • Maintains property accounting for all property of the district. • Prepares and issues instructions and policy statements in preparing annual operating and Capital Outlay budget requirements. • Assists the Superintendent in the total overall operation and maintenance program of the buildings and grounds in the school district and the transportation program. • Assists the Board and Superintendent in preparation of documents and information for the purpose of negotiations. • Is responsible for Certified Annual Financial Report. • Oversees the hot lunch program. • Attends all Board meetings and assumes other responsibilities and tasks as directed. • Performs other functions and duties as directed by the Superintendent of Schools. • Supervises the management of the financial affairs of the schools. • Assumes responsibility for budget development and long-range financial planning. • Establishes and supervises a program of accounting adequate to record in detail all money and credit transactions. • Supervises all accounting operations. • Acts as payroll officer for the district. • Supervises the collection, safekeeping, and distribution of all funds. • Manages the district’s real estate and insurance programs. • Supervises the district’s supporting services, through the directors of property services, transportation, purchasing, food services, and business services. • Administers a budget control system for the district. • Acts as adviser to the superintendent on all questions relating to the business and financial affairs of the district. • Assists in recruiting, hiring, training, supervising, and evaluating all clerical, financial, and support staff personnel in District Administration Office. • Arranges for the internal auditing of school accounts. • Interprets the financial concerns of the district to the community.
Job Qualifications:
Specifications/Qualifications: • Bachelor of Arts in Accounting. • GAAP Accounting and computer skills. • Iowa Business Management Academy certification. • Such alternatives to the above qualification as the Board may find appropriate and acceptable. Terms of employment: • 261-day agreement • Salary determined annually by the Board of Directors Working Conditions: • Hazards include stairs and communicable diseases; • Extremes of temperature and humidity; • Occasionally lifting objects weighing up to 50 pounds; • Sitting for long periods of time; • Occasional stooping, kneeling, or crouching; and • Using hands and arms to reach for, grasp, and manipulate objects
