POSITION SUMMARY: Working closely with the City of Eagan Parks & Recreation Director, this position has primary responsibilities in these areas: 1) Assist in administration of Department vision and strategies 2) Strategic marketing and branding, including Digital Marketing and Social media. 3) Department Project Research, Data & Trend Analysis; 5) Assist with Department budgeting, financial reporting and financial analysis and 6) In the Department Director’s Absence, represent the Department. See recruitment flyer for more information. ESSENTIAL POSITION FUNCTIONS: Administrative Duties: 1. Conducts research, prepares analysis and recommendations on department and commission projects and initiatives for Director. 2. In the absence of the Department Director, represents the department in interactions with other departments, community, and personnel issues. 3. Customer Service - Resolves complex problems such as resolution in instances of customer dissatisfaction, ramifications of department practices, and equality of access for competing programs and interest. 4. Financial Acumen - Monitors monthly and year-end department revenues and expenditures. Reports anomalies and trends to the Director of Park & Recreation. 5. Assists in Director’s preparation and presentation of department budgets to Budget Team. 6. May act as liaison to and maintain positive relationships with community groups/organizations such as athletic associations, School district administrators, Community Education departments, Friends groups, Art and Humanities Council, July 4th committee and other Community Festival organizers. Marketing and Branding: Develop, facilitate and implement strategic marketing plans for the department that foster increased participation and engagement, while strengthening the department’s brand and awareness. Specifically: 1. Conduct market research, develop marketing plans and execute tactical elements for strategies that position Eagan as an attractive community in which to live, work and play, and which advance community pride. 2. Measure effectiveness and ROI. Work includes marketing department programs, Cascade Bay, The Eagan Civic Arena and The Eagan Community Center and promotion of increased civic engagement and volunteerism. 3. Develop digital marketing plans for Department-specific initiatives. 4. Consult and advise department staff on email, social media, Web and video marketing strategies to increase program participation and brand identification. 5. Specifically manage, create, evaluate, and extend the department’s social media presence, while coaching departmental content editors. 6. Keep current with developments in digital communications; evaluate opportunities; utilize appropriate analytics to measure effectiveness. 7. Responsible for department marketing booths and displays at community events. 8. Direct creation of marketing collateral to support department marketing and branding initiatives.
Job Qualifications:
MINIMUM QUALIFICATIONS: 1. Bachelor’s degree (BA/BS) from an accredited university in Parks & Recreation Administration, Sports Marketing, Health Promotions or closely related field. 2. A minimum of 5 years experience in two or more areas of expertise in the following municipal or county parks and recreation administration such as; supervising staff, managing budgets, acting as a community liaison, project management and creating and/or implementing marketing campaigns. 3. A minimum of 3 years progressive experience managing social media page(s) or online communities using social media monitoring management tools. 5. A minimum of 5 years experience with Microsoft Office Suite: Word, Excel, PowerPoint and Outlook. 6. Valid driver’s license and ability to independently drive in the course of performing City of Eagan- related duties. DESIRABLE QUALIFICATIONS: 1. Previous experience promoting a brand via multiple platforms; electronic, print or broadcast. 2. Previous experience with traditional and PPC advertising, email marketing campaigns and press releases. 3. Experience working with community organizations and creating partnerships. 4. Working knowledge of graphic design software tools such as Adobe Design Suite, InDesign, or Photoshop. 5. Skilled in verbal and written presentation skills, including public speaking. 6. Wide range of work and volunteer experiences in multiple Parks & Recreation agencies. 7. Financial coursework or experience with managing program and/or facility budgets. SUPERVISION OF OTHERS: 1. Administrative Analyst 2. Provides work direction to department employees in the absence of the Director. EXPECTED KNOWLEDGE, SKILLS AND ABILITIES: 1. Excellent business writing, spelling, editing, grammar, proofing, and general communications “quality control”. 2. Leadership competences: The selected candidate must be able to lead without formal authority in the absence of the Director. 3. Exhibits self-motivation with the ability to think and work independently and in a team. 4. Technical credibility in the areas of Parks & Recreation related projects and issues; including but not limited to budgeting, human resources related issues, marketing, park maintenance operations, facility management and recreation programming. 5. Effectively prioritize and manage workloads and time commitments. EXPECTED CONCENTRATION OF TIME: 20% Department Project Research, Analysis and Reporting. 20% Budget Related Analysis and Reporting. 50% Department Marketing Strategy and Initiatives. 5% Representing Department in Director’s Absence. 5% Other duties as assigned or apparent. PHYSICAL DEMANDS AND WORKING CONDITIONS: 1. Occasional lifting of up to 20 pounds. 2. Occasional outdoor event set-up assistance. HOURS OF WORK: Hours of business at City Hall are from 8:00 am to 4:30 pm, Monday thru Friday. Attendance at City related or Department related events in the evening or on the weekend may be required. See # 2 in Administrative duties. Attendance may be required in the event of a citywide emergency.
